Don't go there!

At the Amalgamated Sugar Company in Loveland...
If they didn't want anyone to go there, wouldn't a simple "KEEP OUT" be sufficient? Unless they really meant to "KEEP OUT NO PHOTOGRAPHERS" which means that even if you were a photographer and did not intend to take a picture, you were still welcome?
Actually, since the area has heavy railroad traffic, they probably meant "NO RAILROAD BUFFS". I can't see any other reason to be there. NO SUGAR LOVERS ALLOWED? It's a mystery.
